The need for a caretaker at the War Memorial Park was first discussed in 1924, highlighting early recognition of the park’s maintenance needs. In April 1927, the Council decided to build a hut using rubble stone (possibly leftover from the monument/tower construction) and allocated £50 annually for park maintenance. The plan was to employ an old-age pensioner as caretaker. By 1929, a caretaker was present. Local returned soldier Charlie Harris is believed to be the park’s first caretaker.
The stone cottage was later found unsuitable if a married caretaker was employed. A new weatherboard cottage was built close by and officially opened on 16 November 1951 by the Governor of Victoria, Sir Dallas Brooks, coinciding with the re-dedication of the War Memorial Tower.
